Constraint Reference published

We added a new two-page reference to the library: ReqIF Constraints Reference. This document lists all the constraints that a ReqIF file must adhere to in order to be valid. While some checks can be performed by an XML schema validator, there are a lot of rules that cannot. The identifiers used in this document are consistent with those produced by Consequent, the free ReqIF validator.
